Requirements
海外人才创业大会（OTEC）不设门槛，任何有海外学习经历的海归朋友及外籍人士都可以参加。可以是大学生、创业团队、公司或机构。
No limits for participating in Overseas Talent Entrepreneurship Conference (OTEC). Any overseas returnees and foreigners with overseas learning experience can sign up. It can be college students, entrepreneurial teams, companies or institutions.
注册时间在2019年1月1日之后的创业公司（或成立0-3年的海归创新创业团队），且融资情况应为 A 轮以前，首发项目。
Startup companies registered after January 1, 2019 (or overseas returnees innovation and entrepreneurship team established for 0-3 years), and in terms of financing it should be the initial project before Round A.
项目方向包括数据智能与新基建、产业互联网、医疗健康、服务与消费升级、智慧出行、文娱体育等类别，以及疫情期间/疫情后有特殊贡献的创业公司。
The project direction includes data intelligence and new infrastructure, industrial Internet, health care, service and consumption upgrading, smart travel, entertainment and sports, as well as start-up companies with special contributions during/after the COVID-19 epidemic.
比赛形式是什么样的？
What is the competition structure?
创业赛建议采取“项目创始人自述4分钟+回答评委提问 4 分钟”的形式，由项目初筛和决赛组成。
The entrepreneurship competition suggests take the form of "4 minutes for project founder's presentation + 4 minutes for answering judge questions", which is composed of project preliminary selection and final.
各赛道项目初筛采取线上闭门路演形式进行，约 10 个项目进入决赛。
The preliminary selection of each track project takes the form of online closed door road show, and about 10 projects are shortlisted for the final.
决赛采取“峰会+比赛+对接”线上、线下相结合的形式公开举办，最终选出各赛道第一、二、三等奖项目各一名。
The final will be held in the form of "summit + competition + connection" online and offline. Finally, the first, second and third prize of each track will be selected, one winner for each prize.
参赛都需要做些什么？
What to do to sign up?
只要有一个 idea 就可以参赛。您需要把 idea 整理成 BP 的形式，通过上面的注册链接报名。在 OTEC 的竞赛环节里，您需要做一个 4 分钟的 idea 陈述，并评委做 4 分钟的问答交流，that's it。
You only need an idea to sign up. You need to organize idea into BP form and sign up through the registration link above. In the contest of OTEC, you need to make a 4-minute idea presenation, and the judges will conduct a 4-minute question and answer, that's it.
同一个项目，可以报名多个赛道吗？
Can I sign up for multiple racing tracks with the same project?
不可以，同一项目只可以参加一个赛道决赛，建议谨慎选择赛道。
No. One project can join the final of only one racing track. Please use caution when selecting the racing track.
我们的项目属于“文娱×互联网”的社交社区项目，应该报哪个赛道合适？文娱体育赛道貌似全是和体育相关的项目，不太贴合。
Question: Our project belongs to the social community project of "entertainment × Internet". Which track should we sign up for? Recreation and sports track seems to be all sports related projects, not very fit.
建议报“消费与服务升级”赛道，专属体育产业方向的项目请报“文娱体育”赛道。
Answer: It is suggested to sign up for "consumption and service upgrade" track, and for projects exclusive tosports sector, please sign up for "recreation and sports" track.

“凤凰计划”与 OTEC 是什么关系？
What is the relationship between “Phoenix Plan” and OTEC?
凤凰计划“初创企业开办资助”项目的专家评审工作与“ OTEC 海外人才创业大会全球创业赛”同步开展。
The expert review of the "start-up funding" project of Phoenix Plan is carried out simultaneously with "OTEC Overseas Talent Entrepreneurship Conference Global Entrepreneurship Competition".
申请“凤凰计划初创企业开办资助”项目的，需先报名参加 OTEC 全球创业赛，专家评审达到一定分数或者各赛道前 10 名的项目，即可获得“凤凰计划初创企业开办资助”的资格。这就是说，所有参加 OTEC 全球创业赛的项目，只要专家评审达到一定分数或者取得各赛道前10名的成绩，均可获得“凤凰计划初创企业开办资助”的资格。
Those who apply for the "Phoenix Plan start-up funding" project shallsign up for the OTEC Global Entrepreneurship Competition first. Those reach a certain score of expert review or the top 10 of each racing track will be qualified for "Phoenix Plan start-up funding". That is to say, for all the projects participating in the OTEC Global Entrepreneurship Competition, if you reach a certain score of expert review or the top 10 of each racing track, you will be qualified for "Phoenix Plan start-up funding".
获得过“凤凰计划”初创资助，今年可以以新的项目报名参加大赛吗？
I received the start-up funding of "Phoenix Plan". Can I sign up for the competition with new project this year?
可以参加比赛，但不能再获得“凤凰计划”直通车的资助。原则上，同一申报人只能获得一次“凤凰计划”初创资助。
You can participate in the competition, but you can't get the funding of "Phoenix Plan" Direct Access. By principle, the same applicant is entitled to the start-up funding of "Phoenix Plan" for only once.
p.s.如果 2018 年-2019 年已获得“凤凰计划”初创资助，则不能重复在官网进行项目申报，建议从各赛道合作方项目征集渠道直接报名，或者将创业者个人、项目信息及BP发送到otec@tocbd.gov.cn。
If you have obtained the start-up funding of "Phoenix Plan" from 2018 to 2019, you can't apply for project on the official website. It is recommended to register directly from the project invitation channels of each track partner, or send the entrepreneur’s personal and project information and BP to otec@tocbd.gov.cn.
以前参加过OTEC创业大赛，今年是否还可以报名？如果可以，以前的账号还可以用吗？以前注册的账号密码忘记了，怎么办？
I participated in OTEC entrepreneurship competition before. Can I sign up this year? If yes, can I still use my previous account? I forgot previously registered account and password. What can I do?
可以，不管是新项目还是之前的项目，只要满足条件，今年依然可以报名参加大赛。以前的账号可以继续使用。
Yes, no matter new project or previous one, as long as the conditions are met, you can still sign up for the competition this year and use previous account.
如果忘记了以前注册的账号密码，可以重新注册新的账号，或者联系技术人员郑老师 17611228171，找回账号密码。
If you forget the previously registered account and password, you can register a new account, or contact our technician Mr. Zheng via mobile 17611228171 to retrieve the account and password.
报名的参赛团队要求成员必须全部是海归吗？
Is it required that all members of the participating team are returned overseas Chinese?
不，只须创始人团队中有一人是海归即可。
No. Founder team with at least one returned overseas Chinese will be qualified.
参加项目路演答辩的人必须是海归吗？
Is it required the person attending project roadshow and defense is returned overseas Chinese?
是的。要求报名人和答辩人须均为海归。
Yes. The signup person and defense person must be returned overseas Chinese.
报名截止时间是什么？如何得知已报名成功？
What is signup deadline? How can I know I have signed up successfully?
七个赛道决赛时间已基本确定，各赛道决赛日往前推移七日的前一日18时为报名截止时间。比如，未来城市赛道决赛日为9月3日，那么该赛道报名截止时间为8月26日18时。报名截止后，将统一发送邮件告知。
The schedule for final of the seven racing tracks is basically determined. The signup deadline is 18:00 p.m. prior to the day seven days before the final day of each track. For example, if the final of the future city racing trackk is September 3, then the signup deadline for the track will be 18:00 p.m. on August 26. After the deadline, we will send an email to inform each one.

OTEC 是个有意思的创业大会！比赛拿奖并不是唯一的目的。更重要的是，在这个平台上，您有机会认识各行业的达人和顶级投资人，结识兴趣相投的海归小伙伴，了解政府为海归们提供的各项鼓励政策，获得许多免费的创业培训，以及行业资源对接服务等等。当然，等待您的还有 OTEC 的大奖。
OTEC is an interesting business conference! Winning a prize is not the only purpose.
