海外人才创业大会（Overseas Talent Entrepreneurship Conference）充分发挥政府引导作用，依靠市场化手段配置资源，通过举办全球创业大赛、创新峰会、国际人才创业聚、海外人才招聘会等活动，为海外人才归国或来华创新创业打造“一站式”服务平台。通过平台的活动，宣传“凤凰计划”等人才和产业政策，促成“人才、项目、技术、产品、市场、信息、资本、政策、服务、空间”创新创业要素的全面对接，形成朝阳区国际化的创新创业生态和人才工作品牌。

Overseas Talent Entrepreneurship Conference (OTEC) makes full use of the government guiding role and allocates resources by market means, to create a "one-stop" service platform for overseas talents returning to China for innovation and startupby holding Global Entrepreneurship Competition, Innovation Summit, International Talent Entrepreneurship Gathering, overseas talent recruitment fair and other activities. Through the activities of the platform, promote "Phoenix Plan" and other talent and industrial policies, facilitate all-around connection of innovation and startup elementsof "talent, project, technology, product, market, information, capital, policy, service, and space", to develop the international innovation and startup ecology and brand for talents working in Chaoyang District.

2013 年至今，海外人才创业大会已成功举办七届，共吸引了来自美国、英国、荷兰、以色列、澳洲、韩国、新加坡等20余个国家和地区的23000余名创业者、5000 个项目、百余位创投机构领袖参与其中。480 多个项目通过创业大会的平台找到了投资，落地北京等地。

Since 2013, OTEC has been held successfully for seven years in a row, attracting more than 23000 entrepreneurs, 5000 projects and more than 100 venture capital institution leaders from more than 20 countries and regions, such as US, UK, the Netherlands, Israel, Australia, South Korea and Singapore. More than 480 projects have been invested and 242 projects implemented in Beijing Chaoyang and other places through the platform of OTEC.

OTEC 2020 在数字经济快速发展的背景下，继续以服务全球创业者、完善国际化创新创业生态为出发点，聚焦前沿科技与协同创新，沿着人才工作市场化、国际化、一体化的方向，以“突出国际化特色、推进人才与产业融合、强化招才引资、重在项目落地”为目标，用“以赛代评”的方式征集优秀创业项目参加创业大赛，用“创业聚会”的方式汇聚在京创新创业的外国人，不断激发市场主体活力，吸引更多的海外优秀项目回国/来华创业，落户朝阳。

With rapid development of digital economy, OTEC 2020 will continue to serve global entrepreneurs and improve the international innovation and startup ecology, focus on cutting-edge technology and collaborative innovation, in the direction of marketization, internationalization and integration of talent affairs, with the goal of "highlighting international features, promoting talent and industry integration, strengthening talent recruitment and attracting investment, and focusing on project implementation", by means of "competition instead of review" to attract excellent startup projects to participate in the entrepreneurship competition, and attract foreigners in Beijing engaged in innovation and entrepreneurship through "Entrepreneurship Gathering", to continuously stimulate market vitality and attract more overseas excellent projects to return to China for startup and settle in Chaoyang.

    We will partner with well-known international organizations, foreign embassies, chambers of commerce and the alumni associations. It will also collaborate with VC Fund and Innovation centers of foreign enterprise base in Beijing.

Considering the impact of COVID-19, this year's activities will focus on China, with decentralized structure and combination of online and site events. Global Entrepreneurship Competition

全球创业赛紧扣高精尖产业方向，整合市场创新创业资源，联合相关跨国公司创新中心、平台公司、科技公司等作为活动合作方，采用“峰会+比赛＋对接”的方式，内容上邀请国际化平台企业高管、行业专家、投资人进行话题分享与讨论。按行业领域分7个赛道，分别包括产业互联网、数据智能与新基建、服务与消费升级、未来城市、医疗健康、文娱体育及X特别赛道，延续 “以赛代评”模式筛选项目，进入决赛的创业团队展示，现场评价打分，决出赛道第一、二、三名。奖励与服务上与区产业部门紧密链接，促成优秀项目落地朝阳。

The Global Entrepreneurship Competition will be performed in close connection with high-grade, precision and advanced industries, integrating market innovation and startup resources, in collaboration with innovation centers of multinational companies, platform companies, and technology companies as partners. The method of "summit + competition + connection" will be adopted, inviting executives, industry experts and investors of international platform enterprises to share and discuss topics. The competition will be divided into seven racing tracks, including industrial Internet, data intelligence and new infrastructure, service and consumption upgrade, future city, medical and health, entertainment and sports, and X special track. Participating projects will be selected by the mode of "competition instead of review" as usual, and shortlisted startup teams will display their results for site assessment and scoring to contend for the first, second and third places of each racing track. Awards and services will be closely linked with industrial departments of the district to facilitate implementation of excellent projects in Chaoyang.

国际创新周
Global Innovation Week (GIW)

主要面向外籍创新创业参与者，是历年 OTEC 国际创业聚的“升级”。 我们将协同区域内的知名国际组织、各国大使馆、商会和校友会，调动各国在京创投机构和大型外企在京创新中心的力量，打造一个属于所有外籍人才在中国的聚会和平台。

The upgraded version of previous OTEC - International Meetup, is aiming to create a platform for foreign talents and entrepreneurs in China. GIW will partner with well-known international organizations, foreign embassies, chambers of commerce and the alumni associations. It will also collaborate with VC Fund and Innovation centers of foreign enterprise base in Beijing.

国际创新周为期一周，由“国际项目展示（Showcase），国际创业聚会（Meetup）,国际人才朝阳行（Trip）”三大活动板块组成，将进行国际项目评选、国际项目创投对接、政策解读、外国文化市集等活动，期间将发布《外籍人才在京创业白皮书》。

The one week program includes three major events: International Startup Showcase, International Startup Meetup, and International Culture Day Trip. Throughout the week, entrepreneurs and attendees are able to participate and enjoy various activities, including the international project roadshow, investment matching, policy interpretation, international culture and creative fair and more. The "White Paper on Entrepreneurship for foreigners in Beijing" will also be released during the GIW.

Phoenix Cloud Recruitment

作为 OTEC 2020 系列活动之一，以“突出国际化特色、推进人才与产业融合”为目标，保证新冠疫情下朝阳区企事业单位对人才的需求，聚焦前沿科技领域与协同创新，重点关注企业对数据人才、留学生及外籍人才的招聘需求。招聘活动自 2020 年 6 月开始，将一直持续至 10 月，委托专业招聘机构进行策划、执行，精准服务招聘单位的人才引进需求，通过 200 多所高校就业网以及社会媒体进行大规模宣传，期间还将安排企业线上宣讲会等活动。

As one of OTEC 2020 events, "Phoenix Cloud Recruitment" aims to guarantee the needs for talents for enterprises and institutions in Chaoyang District in the COVID-19 situation, in the goal of “highlighting international features and promotion integration of talents and industries”, focusing on cutting edge science and technologies and collaborative innovation, especially the recruitment needs of enterprises for data talents, overseas Chinese students and foreign talents. Recruitment program starts from June through October 2020, entrusting professional recruitment agencies to plan, execute and provide precise service for talent introduction needs of employers. There will also be large-scale promotion through over 200 college employment websites and social media, in addition to other arrangements such as online career talk by enterprises.
